In all seriousness, Reloadit does not care how it gets paid because it is the store merchants that get hammered for the CC fee.

It is all about the stores.

The case of folks being able to buy new cards, has everything to do with cashiers having plausible deniability. Because it did not say "cash only" on the card, even if it is against store policy.
