I've encountered the same policy at one store in the grocery chain known for selling these, where they made the decision based on what was printed on the card. That decision went all the way up to the manager at this store. It's YMMV as always.

Seems that only store errors will let you use a cc, not a good long term strategy.
Many MS avenues have had similar language on their websites in the past or still do, and unless and until it's hard coded in the register some stores will most likely allow it. Even before this change in the wording there were people buying Reloadits with CC. Not to mention, CC T&C generally say you won't earn rewards from such transactions even though it's not enforced, so to that extent this entire game is dependent on policy not being followed.
And I wouldn't count on any scheme involving a reloadable prepaid card, whether loaded via Reloadit, VR, or some other means, with the (possible?) exception of those issued by Amex, to be a long-term strategy. They will all shut you down eventually. For that you'll need to buy gift cards (or reloadable cards you can drain without registering) where you are anonymous and immune to shutdowns.
