Let me see:
You call LH and want to book an award booking Europe-Australia.
LH quotes (sth. like) EUR 1500.
You tell LH: "Well, I am an US resident, so I only have to pay EUR 1000".

That wont work!
I guess the quoted rule apply to US domestic bookings.
