I'm not kidding - in some parts of the country, VRs are simply not available with a CC (there are no CVS stores period, within hundreds of miles, and all merchants who do sell VRs have their registers hard-coded for cash only).
What's the point of a VR over generic Visa gift cards (that you can buy at most major grocery stores/etc with a CC) and
then get a PIN for? Is it just lower fees (or creating less trash)? In that case, I would bet the higher fees on a generic Visa gift card would still trump moving or traveling to another state to be able to use VR with a CC, no?
