I have had carryon weighed about 10% of the time when checking in for AirNZ international flights, also for JQ sometimes, but not for Qantas going back at least 10 years.

What has happened at MEL, AKL and SYD is for my carryon to be weighed when entering the emigration area. Still, less than 1 in 25 times for that.
