The problem reported with the Hotel Nacional is that the upgraded rooms are often given over to VIPs, visiting diplomats, etc. and even if one has booked such a room it can be withdrawn and one is left with a room one doesn't want (and didn't book).

I agree with others about Parque Central, the newer wing for me. Also, Hotel Saratoga but you may need to negotiate for a nicer room.
While it's a bit shabby I think the Hotel Nacional is a must for visitors interested in Cuban history. The outdoor patio and location on the Malecon make it worth visiting even if you stay elsewhere. Try to get a room overlooking the ocean. The lobby is lovely. The patio is where you'll see Cuban government officials and artists doing business at times. I think that deals are available off season for under $100 a night.
