The KTN (as the precheck people call the PASSID) can be entered and will work if you fly domestic. They recently lifted the restrictions on pre check for foreigners, so the integration of foreign carriers is probably in the works too. That said I doubt carriers like LH who follow EU privacy laws will open their systems enough for the TSA to be satisfied.
