Strictly speaking, it does not say that charges are capped at $1,000. It says "... up to $1,000..." Any legal eagle will tell you the difference between that and saying "... are capped at $1,000..."

IMHO, LH will argue that it is subject to fluctuations etc and that they cannot change T&C every time taxes and charges (particularly fuel surcharge) and exchange rates change...
