For example my rental car from Fox in Miami was $50 but Fox puts a $200 charge on the card and then credited me the $150 when returned without damage. The reward amount I can redeem is for $200. Same on my Fox rental in Tampa.

On the other hand for car rentals I had in the country of Panama, they charge the hold amount separately. The hold amounts were credited by the car rental place, and that amount I could not reimburse. So it looks to depend on how the car rental handles this. Less than full credits don't seem to affect the original amount which can be redeemed for.
