I recently flew JNB-LHR and one of the upstairs emergency exits was not operational (and had a large NO EXIT sign taped to it). The FA said that it was fine as there needs to be one exit per 22 or 24 (I forget) passengers, and that limit wasn't reached. Nevertheless, I found it odd and it looked odd...
