No room in the overhead bins when sitting in an exit row

Currently sitting on the BA8709 EDI-LCY. No status. Sitting in row 12 (the exit row) so in the final boarding group as it's shiny card holders, then rows 13 onwards and lastly rows 1-12.

Of course, by the time I get to my seat there is no space left in the overhead bins. Despite the ground staff at EDI tagging second bags with a note that they must go under the seat in front of them, many haven't. The crew are trying to get us away on time so the tags aren't being policed. I'd happily put my bag under the seat in front of me but I can't; I'm in the exit row.

Is it time that either (a) the bins above the exit row are for those seated in that row (b) stricter policing as to where second bags go (as they do in the US) (c) the exit rows to be part of pre-boarding or (d) some combination of the above?

My bag has a home now somewhere near me but my coat doesn't so I am wearing it to avoid having to have it stowed 10 rows behind me with my bag a few rows in front. I'm boiling!
