The difference is that thebill0322 wants to keep the account sit open for an unspecified period of time, until there is an attractive transfer bonus. If this does not occur before the annual fee is due (which is not the same as when it appears online) it needs to be paid, the same as any other transaction. You cannot ignore it just because you plan to cancel.
