You misunderstand the visa requirements. Expand and read the actual info on the page you quoted.

It's no different from someone coming to the US for business purposes while they are still being paid outside the US: they too are "working" in the US.

As far as the OP has described it so far, they possibly don't even qualify for a B1: unless they're working for an American citizen or someone that is going to reside in the US, they don't qualify for a B1. There's a reason the WB category exists. But, it all depends on the passport they're on and the father's passport. WB may not be an option. We just don't have enough info to say.
