Happy FAA is being serious about these certifications despite the huge political context. This is a huge headache for FAA management. I trust aviation safety in the US precisely because aviation authorities can truly put safety ahead of other considerations.
I'm not sure I follow this logic. So there is no problem with UA sticking you on 9W metal so long as there's no UA code on it? Surely if the FAA was REALLY being serious it would ban Indian airlines from US airspace, together with any airframes or engines maintained or otherwise certified in India, and ban US airlines from using Indian airports or interlining with Indian carriers. Is it doing any of that? No, didn't think so...

I fly to India regularly and frankly would feel much safer on a 9W plane than on any B787 right now. In fact, I recently chose 9W in preference to SQ (you can read my report, which at the time of writing is second on the page, at http://www.seatplans.com/airlines/Je...s/user-reviews), whereas I even more recently rerouted a multi-city trip to avoid the so-called Dreamliner.

So I'm sorry, but I don't really see what the FAA are trying to achieve here. I don't see any direct enhancement to safety or reduction of danger to the travelling public. Will it push the Indian government to improve matters? Well, maybe. Its just as likely, I suspect, to result in another dreary set of tit-for-tat which will actually damage everyone's interests. Ho-hum.
