While this answer may address the OP's specific query it may also confuse the unwary and the inexperienced occasional traveller!
The implication here seems to be that those on Tango fares who check-in online 24 hours in advance have priority over those who are waiting to check-in at the airport when the desk opens 2-3 hours before departure. What about those who have prepaid for Preferred seating on Tango fares in Y or who just have preallocated regular Y seats?
Obviously someone who shows up a few minutes before check-in closes is in a pretty precarious situation if a flight is oversold. However this whole OLCI concept seems to really work only for the carrier's convenience to the detriment of the occasional traveller.
