I don't see single rate for double occupancy listed as a benefit for any level in IHG rewards, however I do see it listed as an Ambassador benefit for stays at IC's. I would guess that for the few hotels that do have different rates for single or double occupancy, it would be up to the individual hotel wether or not they waive the fee for elites. I can't say that I ever remember paying a higher for two people in a room.
