Usually I'm a supporter of N'EX but for the OP going to Kiba it's hard to beat Keisei's through train to Toei Asakusa Line with one change at Nihonbashi to Tozai Line. At Nihonbashi just go through the ticket barrier and down the elevator to the Tozai Line platform.
