gregillinois: Your personal card will not affect a business application. You may be denied for the business on the basis of having previously held one, everything to do with Citi business apps is YMMV and datapoints are all over the map.
A denial does not reset the 12-26 month clock. However, you should wait 65 days after any Citi denial to apply for another Citi card.
