Yes you can. They typically start putting out the lunchtime food menus from around 11:00 to 11:30. I had lunch there before noon last week myself.
To be on the safe side if you get there early you might want to flag up the fact that you would like lunch early as you have a lunchtime flight. If you tell them what you would like to have for lunch then they have extra time to prepare if necessary.
