FAA does not support reciprocal code-share arrangements between air carriers for the assessed state and U.S. carriers when the CAA has been rated Category 2.
Is it a mandate, or is not supported? Can't be both - those are two very different things. AFAIK, the mandate is no new codeshares, but existing ones can continue (even if they aren't "supported").
Article states UA is rebooking folks, but wonder how this is done. Easy enough to book folks going to say, HYD or BLR on LH. Not so easy to other Indian cities which LH doesn't serve if they aren't going to book them on another Indian carrier. Would they book OAL on EK? Would that even cover all the codeshare destinations in India.
