Isn't HUCA the first step? Maybe another agent will see the M availability and allow the OP to SDC. Problem solved. Figure out whether slightstats is accurate or not later, after the SDC problem has been solved.

Some M fares don't have advanced purchase requirements, so an additional easy check would have been to try a dummy booking using advanced search by fare class M or higher, even while on the phone with the first agent after he/she said that M wasn't available.
