However, from a "technical" standpoint, "moderate or greater" is too high for a starting threshold, because moderate is pretty bad from a "the drink isn't going to stay in the cup and the food is going to the floor" perspective (as opposed to an aircraft stability/safety perspective).
I believe there are 3 turbulence catergories and agree that there should be more than 3 as the variences between them are great. That being said I can undesrtand why its turned on for light/slight/chop whatever you want to call it. If its light turbulence they turn on the seat belt sign because without warning there can be a gust that would register moderate or severe
