These laws apply to everybody, medically qualified or not, but I think the level of aid you have to give is higher when you are a medical person than otherwise.

I cannot speak for France, but in Germany the law (
Unterlassene Hilfeleistung) states that you must provide assistance in that case of an accident (and are generally immune from prosecution if you act in good faith and on the basis that you are using common sense), but there is no obligation to play doctor if you don't know what you're doing, or if you're liable to make the situation worse.
