I normally use Hertz too and rented a PCAR from Budget (was cheaper than an economy car ANYWHERE!) My experience has been pretty pleasant.. I got a 2014 Chrysler 300 w/ ~400ish miles on it, and their lot had a lot of BMWs. Of course expect the upwell that any rental agency will give you, and all the cars I saw (at TPA) were in good condition... They share their fleet with Avis, which is pretty standard across all rental companies... Nothing really bad about them i can remember.
