My wife was just approved for this after having to call in multiple times. First few times got the you'll receive a letter in 7-10 days but the account status page kept requesting her to call in. This morning, called in again and was approved immediately.
Seems like Citi wasn't prepared for the onslaught and is having some throughput issues.
