I'd pick the Mulia - BUT if you do, go for the Exec Floor. That is in my opinion better than the Horizon Club at the Shang.

I prefer the pool at the Shang though.

Mulia is close to Plaza Senayan which has nice restaurants and even during bad traffic is just a short trip away.
Shangri-La is not far from Plaza Indonesia but in bad traffic, its really bad.
