Not really. At best, it shows how stingy United may be in waiting to clear upgrades until the last minute. However, if United does not think it will sell any additional J or F seats during the final 24 hours prior to departure, they could clear lots of GPU upgrades such that they never appear on the cleared list.
Also any of us who have the habit of calling in when R space opens up around T-24 to get our upgrades manually cleared won't show up, it's only those cleared by the gate agents who appear on the cleared list.
