But since the upgrade waitlist for non-CPU international flights only is gate-cleared people, is looking at the upgrade waitlist for routes at all helpful in comparing which routes have a better chance eventually clearing on a GPU?
Not really. At best, it shows how stingy United may be in waiting to clear upgrades until the last minute. However, if United does not think it will sell any additional J or F seats during the final 24 hours prior to departure, they could clear lots of GPU upgrades such that they never appear on the cleared list.
