This is certainly not the case.

What is very clear is that the current GE standby price is pretty much the minimum price required to get a OneUp accepted.

People also need to remember that there is no chance of a OneUp being accepted, no matter how much you bid, if there isn't availability for the class you're upgrading to. Even free seats on a seat map is no guarantee that OneUp bids will even be considered for a flight.
