I think it varies by aircraft. I was on some newer A321's that had what looked like a 1/2 bulkhead to block the underseat storage. For the aisle seat, the FA showed me how I could still slip my backpack to fit under the seat (thus allowing more space overhead).
When I did so, I accidently opened a panel, and it revealed a fire extinguisher and some other stuff under there. The FA showed me all the stuff before fixing it for me.
But I have been on some aircraft where there wasn't anything there blocking the under seat storage.
