Depends on the airline and some random factor, e.g. I once booked an award flight on UA without any YQ, another time they wanted to charge for YQ. Anyway, calling back a couple of days later I booked the same flight without any YQ.

It seems that not all hotline agents know all the rules.

I think for a US trip UA and AC are without YQ. Where do you want to go?
