Has anyone sorted this out? What is $28 for? Is BLS using that to ship passport via FedEx and how to reconcile with listed requirement for a return envelop?

I don't know. I ran into the same problem. Charged me $28 and no shipping label. I went to my FedEx office and they were completely unable to figure it out. I ended up just starting over and paying them on the spot for the shipping service. The BLS website is a disaster. I had to google phrases several times to find help online to get through that. I hope the actual service is successful. The message I got was, "We really don't want you to come to India, but if you insist on it, we'll make it as complicated and frustrating as possible for you"
