In about 10 Crowne Plaza stays south of Birmingham (UK), I've not had any executive upgrade.
In Birmingham or Liverpool it's 5/7 club room upgrades, but I've not been offered club access on the other two.
Before I started using IC's CP was my preferred brand stay option.
