As someone said earlier, lounge access is always given in the US (my experiences).
In the UK & Ireland, however, I have been told that access would be given only if you are upgraded to a Club room. In face, I was not give the access at the CP Dublin airport. The CP Heathrow airport said the same thing, but I always got a Club room.
