This is entirely correct.
I booked LAX-PEK-PVG-AKL for late December 2014 earlier this week, with PEK-PVG on an Air China 737-800 in Y. Saver Biz/First was sold out for that leg only. I asked if they could waitlist me for I, which web support said they couldn't since waitlisting is supposedly for UA flights only. Ok, no problem.
I then asked her to make a note in the reservation that if saver biz/first opens up at a later time for agent to honor original pricing. She had no idea about the changes to the award chart and tried to tell me as a 1K there's no need to make a note as I can make as many changes as I want without fee. When I told her about the changes, she put me on hold for 20 minutes and consulted with the MPSC. She came back and confirmed my fear - if saver biz/first opens up at a later time for the same flight, they can rebook me into it, but it would trigger an ad-collect of 40K miles (or whatever the amount was she said.)
First PQD issues, now this. Hold on to your butts...
