It is not a simple yes/no. The results of attempting to tether will be vary widely, based on what type of phone (branded or unbranded) and whether you have done the update to Android 4.2.2 (kit cat). T-mobile has increased ability to track tethering in version 4.2.2, even in unbranded phones. Whether this tracking will take place while roaming might depend on other factors. And there are workarounds on rooted phones.

A Google search for T-Mobile and tethering and 4.2.2 will probably give more complete information.

Bottom line is that if you have not updated to version 4.2.2 then you might not want to update if you want to tether.
