What are the metrics for DOT complaints, pure numbers or valid complaints?

Just out of curiosity. If everyone sent in complaints to the DOT on United about everything they felt they needed to complain about, would the DOT publish raw numbers or valid numbers?

Would it be possible to generate so much complaint traffic to the DOT that they would stop and ask questions?

Just curious what the metrics look like.
