Not to make any excuses, but I would not be surprised if Customer Service had Voodoo Dolls of the IT department based on just how many outages and issues have occurred. IT is never on the customer frontline but CS has to deal with answering with a string of questions they have nothing to do with such as why the website can't function when the caller's teenage kid can run a functioning website.
