Not sure about South America, but I recently booked a US-India roundtrip on AF/9W metal with all AF flight numbers, but on 006 stock to get MQDs. Had to call in to do it, but got the same price that was going on AF.us at the time. I actually wanted to do some of them on the DL codeshare flight to get SPG crossover, but the DL flight numbers blew up the ticket price.
In any case, I later attempted to change part of my return flight to another AF flight, which was showing as wide open on ITA, Flightstats, and bookable on AF.us. DL could not change my original reservation or reticket on that flight (they even tried just creating an entirely new booking/ticket then cancelling my fully refundable original).
After digging a bit deeper, it seemed that the new flight I wanted could ONLY be ticketed on 057 stock. So even with ticketing agreements, it seems that operating carriers will only open certain inventory to be ticketed on OAL's ticket stock, even if it is ticketed with the operating carrier's marketing code.
This is one of many shortcomings of MQDs: if ST-operated flights can't be put on on 006 stock, especially when you're traveling to some far-flung place, what good is ST and maintaining an alliance that should, IMO, strike a balance between individual airlines and a network? To put it another: I'm willing to give DL money for this ticket, but DL is not even giving me an opportunity to do so...
