actually most hotels forbid it on the balcony, as it's technically part of the room. It's not enforced very often but if you inquire with the front desk, I'm sure they'll tell you the same.
That hasn't been my experience at all, at least in Europe and Mexico. Almost every non-smoking room I've been in had an ashtray on the balcony.
