Under the bottom line, the Luftverkehrsabgabe is a minor factor, probably not one at all. No freeway fees, very good street infrastructure, very convenient railway schedules and the market itself are certainly the major reason why the intra-german traffic is not comparable to some other European markets.
In the end, nobody cares, BA is profitable even with the highest market penetration by "low cost carriers" and given the new high speed line between MUC and BER scheduled for opening next year, we will see even more traffic shifting to other means of transportation.
