It seems like you are assuming but not actually experiencing it.

The reality is when I book a smoking room but it is not available when I arrived, the front desk will usually give me a room that has a balcony and tell me I can smoke there instead, no hotel wants to lose a customer, as I am more than prepared to just tell them to cancel my bookings if I can't smoke inside my room or nearby, going downstair to smoke in the morning wouldn't work for me.
