I didn't mean for it to sound patronising. I simply thought about my foreign flights and realized that they aren't nearly as packed as the US carriers (which have been cutting capacity lately while Asian airlines have been adding it) and figured that this could be part of the reason there is less seat poaching.

There are many countries where the government either owns the flag carrier or subsidizes it with cash or preferential treatment. Middle eastern and Chinese carriers come to mind.
