"I don't understand why a guest can't choose a different hotel that does allow smoking instead of staying at mine."
When I was a smoker, I made it a point to pick a hotel that had smoking rooms but they became almost impossible to find in some places. Also, if a smoker is attending a conference or trade show, they may have to stay at the headquarters hotel(s) for practical reasons (which invariably turns out to be smoke free).

Well, a guest does pay to stay at a hotel. I wouldn't break the rules and smoke in a non smoking hotel room or at a non smoking friend's home but I think there is a big difference in these scenarios.

So why not charge them up front and eliminate the hassle of getting a manager involved, producing proof, etc?
Thanks for the detailed information on the clean up that goes on when someone smokes in their non smoking room btw. I had no idea it was this extensive & it makes it easier to understand the high fine.
