Apparently I can only make payments for a domestic Brazilian flight by going to an Emirates Office but the guy in Dubai asked his supervisor and was told if I phone Manchester they may be willing to make the payment over the phone.
There's no dedicated number for Manchester so I am now told that I need to keep trying the regular number and hope that Manchester pick it up and not India.

What a ridiculous situaiton. 45 minutes on the phone so far.
