One funny thing about SIA is. If you redeem award tickets using miles and pay the surcharges via cc, then there is no need for the cc holder to be present during check in. But if it's a commercial booking directly on SIA website (ie, non-redemption), then the check in counter will need to see the cc holder.
Note: The above context is the cc holder is not part of the travelling party.
