I would just tell your wife to try to get the free bag based on the fact the reward ticket was booked on the TD/CIBC cc. They can ask to see the credit card - and in that case she would be screwed, but it might be enough to just state the first free bag policy and see if the agent gives her the free bag (even though she is not the primary card holder).
