Nothing will change when the City annexes the airport other than who EIAA sends the property tax cheque to, if annexation actually happens. The Airport is run by separate legal entity under the Regional Airport Authority Act (Alberta). Other than appointing board members, the City of Edmonton, or any other appointer, has no say in the operation or strategy of the airport. Even though appointed, the Board members fiduciary duty is with EIAA not to their appointers.
You are right that Air Canada's business plan is not Edmonontons, since Air Canada has a duty to their shareholders, not the people of Edmonton.
It truly dumbfounds me when business people slam a business for doing things that are in the best interest of that business and their shareholders.
