Ideally I don't want to spend more than AED1000/night and have status with Hilton so several hotels are within the range:

The concern I have about Jumeirah beach is that it looks like quite well built up and overall experience will be similar to Florida (hotel after hotel, rather noisy and potentially some construction around).
Yes, both the Jumeirah hotels are in Dubai Marina, i.e. in built-up area. Nice restaurants nearby and handy to the malls etc., but probably not very relaxing and to 'get away from it all'.
Maybe a couple of days at Jumeirah, then the rest in RAK?
Taxi from Dubai to RAK will be ~$80. The hotel will probably have their own transport options too though.
