I don't find it ridiculous. Airlines normally do not tell you to what other programs you can credit their flights as they want you to credit flights to their own program.
That said, a good indicator is always to look at the partners whose flights you can credit to the program of the airline you are flying with because the option to credit flights is typically a reciprocal benefit between FFPs. But you always have to double check on the website of the program you want to credit to.
So in this case, you would have found on Velocity's website that HA is a Velocity partner. This suggests that VA might be a partner of HA's program. You would then double-check on HA's website - and Bingo!
